Big HB21-1110 Audit and Remediation Project From Colorado County

If you’re a Colorado public entity covered by Colorado’s HB21-1110 law and you still haven’t started your web accessibility project, you’re not alone. We were recently re-approached by a county who had previously reached out to us for a fairly big project.

The good news is we’ll be able to complete work on all of their websites ahead of the July 1, 2025 extended HB21-1110 deadline.

Project Scope

Here’s what the project looks like:

  • Audit and Remediate 3 sites
  • Rebuild one website
    • Content migration from existing site

Of the first three sites, two are built on Drupal and one is built using the Wix platform.

Code Access

The Drupal sites are no problem because we have complete code access. However, the Wix website is problematic because not only do we not have full code access, but the county is using multiple Wix apps that are integrated into the site.

Again, we are limited by the technology (if we don’t have access to the code, we can’t make the necessary fixes).

Site Rebuild

In our proposal sent to the county today, we let them know that we can audit and remediate to the fullest extent possible, but that there will be accessibility issues that remain. However, a tempting alternative is a full site rebuild for the Wix site. We would rebuild it using WordPress and include as many of the elements as possible, but for some elements we’ll be reliant upon what’s available from third-parties.

Third-Party Integrations

As an example: This county is using a calendar app integration – our remediation just means we fix the code of the site, we’re also not building new apps to replace the existing ones.

Code and Content Remediation

Which leads to another important point: the code remediation is just for the technical side, there’s also the matter of content remediation (and migration for the site rebuild).

All-In Price

The total cost was $39,300, but this was for a quote without a complete rebuild of the Wix site. For a complete rebuild it will cost more.

We also added an option for hosting if the client would like us to just do everything and upload the files.

PDF Remediation

We didn’t include a quote for PDF remediation because we prioritized delivering the website proposal within a one-day turnaround; the PDF scope and quote would have taken another 1-2 hours. The county easily had over 100 PDFs over the span of the four websites so we let them know that we can provide a quote for PDFs as well as a few Word and ePub documents if they were interested.

Summary

While not our largest accessibility project, this one was definitely in the top 5% by quote value. The deal hasn’t finalized yet, as we just sent the proposal today. We’re sharing these details because we believe it helps prospective clients understand the inner-workings of accessibility projects.
